| Description |
Our Client is seeking a Senior IT Technical Business Analyst to support the collection, evaluation, and translation of complex business needs into actionable technical specifications. The resource will work closely with solution architects, delivery teams, and business stakeholders to ensure requirements are accurately captured, validated, and aligned with operational and technical constraints. The successful candidate will play a key role in reducing delivery risk by ensuring that requirements, processes, and solution expectations are well defined and understood across both business and technical streams.
The ideal candidate will have experience working within the Canadian health system context, preferably with familiarity with Alberta's health system and its stakeholder environment. Experience working with senior stakeholders in complex health system environments is considered an asset. The resource should also demonstrate an understanding of the legislative and regulatory landscape surrounding health information, such as the Health Information Act (HIA), Electronic Health Regulation, or an equivalent Canadian health information framework. Strong written and verbal communication skills are essential, as the role requires the clear articulation of complex concepts to diverse technical and non-technical audiences.
While this role is mostly remote, the resource may be required to attend meetings on site every few months (at no cost to the Client). Must be Canadian Citizen to apply and work within Canada at all times.

The proposed resource must have demonstrated experience in a role identifying and documenting business requirements, interpreting business needs and proposing improvements to increase the effectiveness of the business. (6+ years) The proposed resource must have demonstrated experience planning and conducting requirements gathering workshops with operational and clinical staff, leadership teams or stakeholder representatives. (5+ years) The proposed resource must have experience in the design, development and implementation of complex multi-vendor, IT solutions. (5+ years)

The proposed resource should have a degree/diploma in business or IT, or Certified Business Analysis Professional from the International Institute of Business Analysis. The proposed resource should have demonstrated experience contributing to the systems analysis, design or implementation of provincial Electronic Health Record (EHR) systems like Alberta Netcare, or Electronic Medical Record (EMR) systems that are used in community physician offices. (4+ years) The proposed resource should have demonstrated experience in a role documenting requirements as part of a Request for Proposal procurement request. (4+ years) The proposed resource should have demonstrated experience in a role involving the development of business cases, conducting feasibility studies and alternative analysis. (4+ years) The proposed resource should have demonstrated experience with information management concepts, privacy, and security issues relating to FOIP. (2+ years) The proposed resource should have experience documenting workflows and use cases. (4+ years) The proposed resource should have experience in a facilitation role. (4+ years) The proposed resource should have experience in developing new IT services including the development of service definitions, service measurements, cost models, processes, implementation and operational hand over.
