Senior Technical Business Analyst – Drive Transformation in Public Sector Innovation Join a forward-thinking municipality’s IT department as they seek an experienced Senior Technical Business Analyst to catalyze impactful operational technology projects. Your expertise will translate high-level business needs into actionable technical solutions that make a real difference. What You'll Bring:
- A minimum of 5 years of progressive experience as a Senior Technical Business Analyst on IT projects, with a proven track record supporting large-scale asset management or operational technology initiatives.
- Deep understanding of operational systems including SCADA, GIS, Routeware, and related technologies.
- Proficiency in creating and maintaining project artifacts such as scope documents, process flow diagrams, test plans, communication strategies, and operating models.
- Experience participating in enterprise system implementations and managing multiple projects simultaneously with diverse stakeholder groups.
- Skilled in requirements gathering, facilitating solution design workshops, and modeling business processes.
- Strong technical awareness related to data management, system architecture, integration, and the software development lifecycle.
- Capable of developing and executing User Acceptance Testing and supporting system testing activities.
- Excellent communication skills with experience hosting and facilitating information sessions and developing multi-medium communication plans.
- Hands-on experience with Microsoft M365 (OneDrive, Outlook Cloud, SharePoint, PowerBI, Teams), Visio, and familiarity with distributed cloud services (IaaS, PaaS, SaaS).
- Prior experience working in the public sector is highly preferred.
Nice to Have:
- Certifications such as CBAP or PMIPBA.
- Experience with asset management programs or SCADA systems.
- Knowledge of process modeling tools like Visio.
- Comfort working in hybrid environments with the ability to collaborate effectively on-site and remotely.
Preferred Education & Experience:
- Undergraduate degree in Administration, Engineering, Computer Science, or a related field, or an equivalent blend of education and professional experience.
- 5+ years of senior-level IT project experience as a Business Analyst, with more preferred.
Other Requirements:
- Must pass a formal Police Information Check prior to contract onboarding.
- Availability for full-time engagement over 12 to 24 months, with flexibility to work during core hours of 8:00 AM – 5:00 PM Pacific Time.
- Ability to work in a hybrid environment with scheduled on-site visits and remote work capable via VPN or Remote Desktop.
- Willingness to support occasional extended hours based on project needs.
